The assessment of all relevant aspects of the State's Road Infrastructure covering both the organizational as well as the financial domensions |

Development of strategies encomposing the specific aims, measures and interventions needd to achieve the medium-to-long term, institutional, technical manpower and financial enchancements in the GOP road transport infrastructure framework |

Proposals for short/medium term strengthening of the present PWD (B&R) and PRBDB to improve their ongoing effectiveness. The more immediate institutional strengthening measures proposed during the study must be compatible with and not prejudicial to the viability of any alternate future institutional options also arising from this study. In other words, any short term measures suggested during the study should be compatible with overall long term proposals proposed in the study. proposed aims, measures and actions arising from the study should be functional within the PSRSP implementation period. |

The current main GOP functions, roles and priorities in the roads and road transport infrastructure contexts |

Whether the present technical, managerial and operational capabilities and arrangements in relevant GOP agencies/entities match the requirements and how the gaps/deficiencies can be satisfactorily addressed on a sustained basis |

Important aspects of the present organizational structures, legislation and regulations, delegation of powers, processes and/or systems that may be significant constraints on efficiency and effectiveness in this context |
|
The adequacy of current finances and financial mechanisms for recurrent (non-plan) needs for effective road network asset maintenance, and the scope for alternatives such as a dedicated Roads Fund |
|
The appropriate IDS and measures (both short to medium and medium to long term) realistically available to GOP to achieve significant sustainable improvment in key areas, including any transitional stages/steps, for implementation during the project |
