PRESENTERS PROFILE

Mr. Jan Jansen (Denmark)
Mr. Jan M. Jansen is a specialist at the Danish Road Directorate in pavement and asset management. He has been project manager in development of several Danish road management systems in operation today on State Highways and municipality road Networks.
He has experience of more than 35 years working with all phases of highway engineering with Danish Road Directorate and private consultancy companies.
He has participated in international working groups under OECD, COST, EU, FEHRL, and lately PIARC TC 4.1 as acting chairman of subgroup 4.1.1 – Asset Management Practice. Mr. Jan M. Jansen is also lecturer at Denmark’s Technical University, giving courses in Highway Pavements and Construction of Roads.
Mr. Chin Chi Haw (Malaysia)
Chin Chi Haw is the Group General Manager of Opus Group Berhad. Besides his operational duties in the asset development and asset management consultancy services, he is responsible for its business development and corporate strategy.
Chin has a background of over 25 years involvement in transportation infrastructure projects from their initial planning, to construction and subsequent maintenance management. His key experience covers highways, airports, multi-purpose stadiums, railway and transit developments.
Chin has made significant “hands-on” contributions to strategic projects in Malaysia such as the North South Expressway, Kuala Lumpur International Airport, National Sports Complex and the Double Tracking Electrified Railway between Ipoh and Rawang. He has been keenly associated with the asset development and asset management services and processes that Opus has developed and is currently providing to various clients.
Chin holds a Bachelor of Engineering and Masters in Engineering Science from the University of Melbourne.
Mr. Robert Petts (UK)
Robert is a Chartered Civil, Transportation and Agricultural Engineer with 40 years experience, mostly in developing countries and those in transition. He has been principal of Intech Associates Consulting Engineers for the last 18 years, responsible for provision of advisory services in the field of highway research, management and maintenance, working with associates in the fields of applied research, management consultancy, information technology, highway management, local-resource-based technologies, workshop and equipment management, private sector development and training. He is currently the Rural Transport Theme Champion for the Global Transport Knowledge Partnership
Mr. Satyakam Sahu (India)
Mr. Sahu is a bachelor of architecture and post graduate in transport planning from School of Planning and Architecture, New Delhi. He has more than 7 years of experience in transportation planning, GIS and architecture. He also has rich experience in development and implementation of Road Maintenance Management System in Gujarat. He has been involved in developing location reference system and GIS for the State, designing database, reports and formats for data collection. During implementation he has been extensively involved in writing user manuals, technical reports and imparting training to the end users. He is presently assisting Uttar Pradesh Public Works Department in implementation of IT, computerisation and GIS based Road Maintenance Management System.
Mr. Louw Kannemeyer (South Africa)
As Road Network Manager at the South African National Roads Agency Ltd (SANRAL) Mr Kannemeyer is responsible for the strategic management of the national road network of South Africa. As Road Network Manager he has gained extensive experience in the validation of monitoring equipment, network performance data collection and validation, economic and financial feasibility studies, asset preservation strategies and the formulation of the 5-year rolling works program for the national road network of South Africa.
Mr. Laszlo Gaspar (Hungary)
Laszlo Gaspar works for the Institute for Transport Sciences (KTI) in Budapest, Hungary as a research professor. Besides, he is a full-time university professor in Széchenyi István University, Győr. He holds Ph.D., D.Sc. and habilitation degrees. Dr. Gaspar’s 40 year scientific carreer has concentrated on pavement management, pavement condition evaluation, asset management, life-time engineering and pavement economy. He has been the member of various PIARC technical committees, recently TC 4.1 "Management of Road Infrastructure Assets”. He has more than 300 publications, 75 of them in English, 7 in German. The number of his professional presentations and lectures reaches 290.
Dr. Kamal Ahmad Safry (Malaysia)
Dr. Safry is Director, Road Facilities Maintenance Branch, in Public Works Department Malaysia and holds working experience of more than 25 years.
He is member of the National Working Group, and Technical Committee on Road Asset Management TC4.1, PIARC. He was head Road Maintenance Unit Malaysia till 2007, and was responsible for the management and development of Pavement Management System (RAMS) & Bridge Management Systems (BMS_JKR). His other responsibilities included preparation of budget programme for rehabilitation and maintenance of the Federal Roads pavement, bridges and slopes based on total yearly allocation of RM 600 million, administering the Federal Roads maintenance contract for Peninsular Malaysia,& the development of new technology in pavement rehabilitation works.
Mr. S. C. Sharma (India)
Mr. Sharma have over 40 years of all round experience as Highway Engineer/Pavement Engineer with responsibilities covering a wide range of areas including highway design, construction and management, highway contracts and contractual matters, BOT projects, research and development, training, institutional development, Arbitration. After initial service in Rajasthan PWD, joined Ministry of Surface Transport in 1964. During long career spanning over 37 years in the Ministry, held various responsible positions as Assistant Executive Engineer (1964-70), Executive Engineer (1970-84), Superintending Engineer (1984-93), Chief Engineer (1993-2000), Director General (Road Development) 2000-2001. Presently working as an independent consultant.
Mr. Garry Warren (Australia)
Garry joined the ARRB Technology Group as General Manager in May 2005.  Garry has a history in the development of monitoring equipment in road and environmental fields. ARRB has recently joined with a local partner, Taisei International, and is currently working with Central Roads Research Institute conducting surveys of the national highway network. Garry holds a MBA from Monash University.
Ms. Ghislaine Baillemont (France)
Ms. Ghislaine Baillemont is currently Director from an operating area : Burgundy and since 6 months Rhone (Lyon).She was Deputy director of the Research Laboratory, in charge of hot and white mixes. Technical Director then Operations Deputy Director for the North of France Motorways (750 km), comprising the most heavily used Motorway in France : A1 from Paris to Lille. She was responsible for traffic and network operations during the A1 widening from 2 lanes to 3 or 4 lanes 25 km south of Lille.
Dr. D. P. Gupta (India)
D. P. Gupta graduated in Civil Engineering from Punjab Engineering College Chandigarh in 1956 and did his Masters in Transportation Engineering from Ohio State University, USA in 1977. After serving briefly in Punjab PWD, joined the Ministry of Shipping, Road Transport and Highways in 1959, He retired from the Government as Director General, Road Development and Additional Secretary in 1994.
He also served as Secretary Indian Roads Congress and Chairman of the Research Council of the CRRI. He has to his credit a number of international assignments with UNESCAP, ILO, ADB and the World Bank. He is associated with the PMGSY program since its launch. He is active in the highway profession. Currently, he is Director (Roads and Highways) in the Asian Institute of Transport, New Delhi – an organization enjoying special consultative status with the United Nations.
Mr. S. S. Chakraborty (India)
A practising engineering professional for over 50 years now, and Managing Director of the internationally-acclaimed Consulting Engineering Services ( India) Private Limited, and managing its other Group companies in different governing capacities, Prof Chakraborty is in command of more than 2500 techno-managerial professionals in various disciplines.
He is an author and presenter of numerous papers of immense technical relevance, with a long list of national and international distinctions, besides many life-time achievement awards to his credit, Prof Chakraborty has been awarded the 2007 Gold Medal for his "sustained contribution to civil engineering" by the Institution of Civil Engineers, UK recently. It is for the first time ever that an Indian engineer has been chosen for this most coveted distinction from the World's oldest engineering profession and learned body.
Prof Chakraborty, has been intensely associated with numerous mega infrastructure development projects involving hardcore engineering in areas like roads, bridges & expressways, rapid transit, deep sea water ports, aerospace, nuclear engineering, development initiatives, natural resources management, and a wide variety of urban renewal and restoration projects, both nationally and internationally; the latest being the Second Vivekananda Bridge at Kolkata. Under his Chairmanship of the concessionaire Company, this bridge has won the “International Bridge Category Award” of the American Segmental Bridge Institute.
Mr. Kevin Roman (South Africa)
Mr. Roman and his partner, Mr. Leslie Hermans, joined forces in 2001 and formed the Group Hermans & Roman Property Solutions (Pty) Ltd on 1 April 2002.
He has extensive experience in the property industry, including more than 8 years as Executive Manager of the Western, Eastern and Northern Cape for Intersite Property Management Services and 17 years working in the commercial property sector. His involvement with the South African Property Owner’s Association (SAPOA) over the years, led to his position as Chairman of the Western Cape Chapter. He has also been a member of the Cape Town Partnership since its inception and currently holds the position of Deputy Chair. He has lectured on the University of Cape Town’s (UCT’s) Graduate School of Business Aim Programme as well as SAPOA’s Basic Property Programme (BPP) and Property Development Programme (PDP).
Mr. Jaro Potucek (Sweden)
Mr. Jaro Potucek’s is member of PIARC / TC 4.1 Road Asset Management Technical Committee.
His long experience covers different levels of road management He is responsible for Road Asset Management task in the Swedish Road Administration at the national level and responsible for methods and tools for road maintenance management at all levels (national, regional, project). He was Project Manager for PMS development of the new generation of the Swedish PMS based on new technical solutions using PC and Windows-based facilities, development of traffic forecast models, for IT-strategy and development projects including business and data models for the SRA, concerning IT, EDP-standards for hardware, software and communication, specifications for application systems.
He has participated as an expert in development projects in the area of road asset management, maintenance management, road condition monitoring, road information systems etc. in Latvia, Slovakia, Jordan, Turkey, Russia.
He is also member of the steering committee of ISOHDM/HDM4 (International Study on Highway Development and Management) during the development project.
Dr. Yitzhak Kamhi (Israel)
Over 38 years of professional experience in developed and developing countries over 4 continents. He has held top political, professional and management functions in State of Israel and recently in the World Bank.
Holder of PhD in Engineering and Environment; Post-graduated in Transportation Planning and Management. Member of several professional institutions worldwide and publisher of various professional publications and design standards.
Mr. Tony Porter (New Zealand)
Tony Porter is Opus International Consultants’ Sector Leader for transport asset management and a specialist in procurement options for Highway Maintenance.
As Sector Leader, Tony is responsible for leading and co-ordinating Opus’ strategies for delivering and growing their transport asset management services around the globe. He has advised a wide range of international organisations, including the Word Bank, Ontario Ministry of Transport, Main Roads Western Australia, New South Wales Road Transport Authority on procurement options and is also the Technical Director for several of New Zealand Network Management Contacts.
Tony is a Fellow of the NZ Institute of Professional Engineers and a member of the Transportation Research Board Task Force on Roadway Pavement Preservation. He has been actively involved in the development and delivery of Road Asset Management over the past 15 years and has been very much part of its evolution.
Mr. Graham Williams (France)
Graham Williams is a Project Director in the Transport Division of the French consulting firm Egis Bceom International, responsible for projects in sub-Saharan Africa. Graham is a Civil Engineer with a Masters Degree in Construction Management from Reading University in the UK and has over 20 years experience in the preparation and execution of projects in the road sector. His involvement with performance contracts for road rehabilitation and maintenance began in Zambia in the late 1990’s when he worked as an advisor to the National Roads Board helping launch a number of pilot contracts with the then Roads Department. Since then he has been Team Leader for a number of World Bank financed projects in the region. He also set up a performance-based maintenance contract on an important road in Afghanistan under EC funding (2006/07). He has presented widely on performance-contracts during implementation of these projects, but also at the World Bank in Washington, the South African Road Federation in Durban and recently at a Bank sponsored workshop on PBC in Arusha, Tanzania.
